An outbreak of extreme cold is expected during the first half of the week, and it will rival the intensity of the cold experienced earlier this month. Temperatures will be subzero from Monday night through Wednesday morning; record-breaking low temperatures are likely. Dangerously cold wind chills are also expected, ranging from -20 to -40. The most extreme cold is expected Monday night into Tuesday.

BRIEF PERIODS OF NEAR WHITE OUT CONDITIONS OVERNIGHT

A BRIEF PERIOD OF SNOW WILL SPREAD ACROSS THE REGION LATE THIS
EVENING AND INTO THE EARLY MORNING HOURS WITH VISIBILITIES
DROPPING TO BETWEEN ONE HALF AND ONE QUARTER MILE FOR BETWEEN ONE
AND THREE HOURS. NORTHWEST WINDS WILL ALSO INCREASE TO BETWEEN 25
AND 35 MPH WITH SOME GUSTS TO 45 MPH POSSIBLE FOR A FEW HOURS.
THE SNOW IS EXPECTED TO END QUICKLY OVERNIGHT AND THE WIND WILL
THEN BE BETWEEN 20 AND 30 MPH WITH GUSTS TO 35 MPH TOWARD
DAYBREAK.

THIS COMBINATION OF FALLING SNOW AND VERY STRONG WINDS WILL CREATE
NEAR WHITEOUT CONDITIONS FOR BRIEF PERIODS OVERNIGHT...ESPECIALLY
IN RURAL AND OPEN AREAS. IF YOU ARE TRAVELLING OVERNIGHT...SLOW
DOWN AND USE EXTREME CAUTION.

TEMPERATURES WILL ALSO FALL RAPIDLY OVERNIGHT AND WIND CHILLS WILL
DROP TO BETWEEN 15 AND 20 BELOW BY DAYBREAK.

 * NEAR WHITE OUT CONDITIONS ARE EXPECTED FOR A BRIEF PERIOD
   OVERNIGHT AS A QUICK BURST OF SNOW WITH ACCUMULATIONS UP TO AN
   INCH MOVES THROUGH BETWEEN 10 PM EST AND 3 AM EST.

 * VISIBILITIES WILL DROP TO BETWEEN ONE HALF MILE AND ONE QUARTER
   MILE FOR BETWEEN ONE AND THREE HOURS OVERNIGHT. NORTHWEST WINDS
   OF 25 TO 35 MPH WITH GUSTS TO 45 MPH ARE POSSIBLE DURING THIS
   SAME PERIOD. BLOWING AND DRIFTING SNOW WILL KEEP ROADS SNOW
   COVERED AND HAZARDOUS AND MAY MAKE SOME SECONDARY ROADS
   IMPASSABLE AT TIMES. NEAR WHITE OUT CONDITIONS MAY OCCUR IN
   RURAL...OPEN AREAS WHERE THE SNOW ON THE GROUND WILL AID IN
   REDUCING VISIBILITIES.


 * WIND CHILLS ARE EXPECTED TO PLUMMET OVERNIGHT...FALLING TO
   BETWEEN 15 AND 20 BELOW ZERO BY DAYBREAK...THEN TO BETWEEN 20
   AND 25 BELOW ZERO BY NOON. WIND CHILLS WILL CONTINUE TO FALL
   IN THE AFTERNOON TO AROUND 30 BELOW BY MONDAY EVENING. WIND
   CHILLS MONDAY NIGHT INTO TUESDAY MORNING WILL BE BETWEEN 30
   BELOW AND 40 BELOW ZERO. DANGEROUSLY COLD CONDITIONS ARE
   EXPECTED TO CONTINUE INTO WEDNESDAY.

 IMPACTS...

 * DANGEROUS WIND CHILLS ARE EXPECTED MONDAY THROUGH WEDNESDAY
   WHICH CAN LEAD TO FROSTBITE OF EXPOSED SKIN IN A MATTER OF
   MINUTES. HYPOTHERMIA OR EVEN DEATH IS POSSIBLE WITH PROLONGED
   EXPOSURE OR THOSE NOT DRESSED FOR THE COLD.

 * TRAVEL WILL BE HAZARDOUS THROUGH MONDAY DUE TO SNOW...BLOWING
   SNOW...DRIFTING SNOW AND REDUCED VISIBILITIES. NEAR WHITE OUT
   CONDITIONS WILL BE POSSIBLE AT TIMES.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A WIND CHILL WARNING MEANS THE COMBINATION OF VERY COLD AIR AND
STRONG WINDS WILL CREATE DANGEROUSLY LOW WIND CHILL VALUES. THIS
WILL RESULT IN FROST BITE AND LEAD TO HYPOTHERMIA OR DEATH IF
PRECAUTIONS ARE NOT TAKEN.

SNOW AND BLOWING SNOW WILL REDUCE VISIBILITIES AT TIMES. USE
CAUTION IF YOU ARE TRAVELING... ESPECIALLY IN OPEN AREAS.
